Jira's free tier is unlimited for teams under 10 people, which is generous. The Standard tier shows null pricing in the database, but public Jira Cloud pricing is $7 per user per month (similar to ClickUp). Jira is the de facto tool for dev teams, so the question is whether it's good for non-developers.
Jira is not a project management tool; it's an issue tracker built for software development. Teams use it for sprints, backlogs, and release cycles. If your team doesn't use Scrum or Kanban for development, Jira is over-engineered.
For non-dev teams using Jira for generic projects, Asana or ClickUp is a better fit. Jira assumes you're thinking in sprints and story points. If you're not, the UI feels clunky.
The free tier advantage is real: 10 people for free is hard to beat. Once you go paid, Jira ($7/user) is comparable to ClickUp ($7/user). But if your team is 11 people, you're suddenly paying $77/month vs ClickUp's $70/month. The free tier cliff is steep.
Jira's ecosystem is massive. Integrations with dev tools, CI/CD pipelines, and productivity apps are endless. But that ecosystem only matters if you're doing software development. For other use cases, ClickUp's broader ecosystem is more relevant.
